Luxembourg Ship Registry launches new advanced software to proactively verify regulatory compliance

The Luxembourg Maritime Administration, in partnership with SeaNet Maritime Services SARL announced the launch of SeaSafe, an innovative software application designed to enhance Luxembourg’s ranking among the quality ship registries in the world. This automated service, free of charge to ship owners, will help Luxembourg reduce its deficiency and detention rates and cope with changing regulations and PSC enforcement patterns.

The SeaSafe software pre-emptively identifies vessels transiting defined LRIT zones in major Port State Control MoUs zones ((Europe, Australia, China and the United States) and uses a built-in algorithm to determine the probability of a PSC inspection in the next port of call. The risk assessment considers a number of factors, including vessel age, type and previous PSC performance.

Where the software identifies a vessel as likely to be boarded, SeaSafe communicates a Pre-Arrival checklist (PAC) to its Designated Person Ashore to be filled out by the Master. The PAC provides a list of the most commonly found PSC deficiency items to be checked prior to arrival as well as any other relevant information including applicable PSC guidelines and ongoing Concentrated Inspection Campaigns.

Once completed by the Master, the PAC is returned to the Luxembourg registry, prior to the ship’s arrival in the port. Based on the information provided in the PAC, further actions may be taken by the Luxembourg Maritime Administration, including issuance of temporary derogations or the dispatch of a local Flag State inspector to meet the vessel.

PSC White List

Luxembourg strong performance record is recognized by its White-Listed status in both the Paris and Tokyo Memoranda of Understanding (MoUs). The United States Coast Guard also recognizes Luxembourg for its commitment to excellence in ensuring compliance with international standards.
